In a recent opinion piece written by Tom Gutierrez, CEO of GT Advanced Technologies, Gutierrez said the solar panel tariffs are highly problematic. According to his letter, published Oct. 3 on the Renewable Energy World website, he said members of the U.S. solar industry are seriously concerned about the "misguided nature of government-imposed solar panel ‘dumping’ tariffs."

"We hope ITC (U.S. International Trade Commission) officials are willing to analyze the real impacts of these troubling tariffs, and elect instead to let companies compete in the global marketplace as they should: on their own two feet," Gutierrez wrote.

German-owned SolarWorld first petitioned the ITC for an investigation into China’s trade practices, while several U.S. solar companies have warned against imposing tariffs, he said.

"The reality remains that U.S.-imposed tariffs have done little to protect SolarWorld and other companies that fundamentally can’t compete on their own," Gutierrez wrote. "Instead, it has antagonized a strategic trade partner who is now threatening to impose their own tariffs on imported polysilicon material, which would hurt U.S. producers."

According to Gutierrez, the situation has introduced additional cost into the equation for solar power, which he said is counterproductive to the continued growth and stability of an industry.

Excuses for United States to Protect Their Local Enterprises Besides wholesale solar panel, CASM is also appealing Commerce's decision not to investigate Chinese subsidies on aluminum extrusions and rolled glass, as well as it’s imposing of separate, lowers duty rates for several Chinese panel makers.
